Проблема с кодировкой в apache2

Установил соответственно apache 2.2.8 ( Linux Debian ), проблема состоит в том что apache выдаёт всё в UTF-8, а мне нужно windows-1251.

Во всех файлах прописано

<meta http-equiv="Content-Language" content="ru">

Соответственно httpd.conf
