где можно поменять размер пиктограмм в панели быстрого запуска?

Щелчок правой кнопкой по панели, затем Вид и там уже два варианта "крупные значки" или "мелкие значки". Это касаемо ХР и 2000 (про Висту не знаю - не ставил).

Other than that, it works great on my XP Pro SP2 machine. The icons on my 19" monitor at 1280x1024 are just big enough to see and aim, but compact enough for a decent number of QuickLaunch items.

Ну и еще темы и различные украшательства для окон, типа альтернативных десктопов, помогают. Или колдунство с файлом Desktop.htt
поменял я HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics\Shell Icon Size на 24, они и вправду стали меньше, но не 24 почему то :(, хотя на рабочем столе пиктограмки 24*24
